The why

Sovereignty includes the tools we run on

Self-determination has never been just about who signs the checks. It's about who designs the workflow, who owns the data, who teaches the next generation, and who carries the institutional knowledge forward. AI is a tool. Like every tool we use — from a torque wrench to a tank gauge — the question is who holds it and to what end.

A scholarship pipeline, not a contractor pipeline

The plan is to train Emmonak shareholders — ideally scholarship students — to be the people who run our AI-augmented operations. Not import consultants. Build operators. Same model we use for bulk-fuel and HAZWOPER training.

AI that solves real village-corporation problems

Shareholder records management. Land-use planning. Fuel and logistics scheduling. Governance and board reporting. The unglamorous work of running a village corporation — augmented by AI that fits our scale, not retrofitted from a Fortune 500 deck.

On-premises infrastructure, locally owned

Edge inference hardware running locally so the data never has to leave. Shareholder records, lands, financials, board minutes — the kind of information that should not be sitting on someone else's server farm.

The program

Train. Certify. Run.

The AI capability is being built the same way we build every other capability the corporation needs — train-the-trainer, locally certified, and answerable to the village.

Phase 01

Scholarship cohort

Identify Emmonak shareholders — with a strong preference for scholarship students — who want to be part of the first AI-trained operator cohort. Curriculum built around real village-corporation use cases, not toy datasets.

Phase 02

Hardware in-village

Edge-inference hardware deployed at the corporation office in Emmonak so training and inference happen locally. Connectivity is real on the Delta; we design for it instead of pretending otherwise.

Phase 03

Real-workload pilots

The cohort takes on one real corporation workflow at a time — shareholder records lookup, board-packet generation, land inquiry triage — under supervision, then unsupervised, then certified.

Phase 04

Outward, to other villages

Once the capability is mature in Emmonak, the cohort can teach and certify shareholders of other Alaska Native village corporations — same approach we use for bulk-fuel and confined-space certification.
